Not sure why the other settings are missing, but if using a controller to set the wheel settings options, you will only see the controller setting screen. Need to be on the wheel to have the game auto set up the wheel options screen. According to what I have read, XBOX is NOT currently showing the wheel rotation setting in the advanced settings I have CRP pedals - work fine, but my R21 not working from box - I put file from Forza Horizon - *.ini for R21 and GS Wheel and it works for me. Force feedback is terrible ( also using settings from OvertakeGG ). Little bit oversteer and you lost grip like you base just turned off.
